A document-by-document reading of the 67 declassified records ODNI released on 18 June 2026, testing each of ODNI’s headline accusations against the underlying primary sources.
ODNI’s press release frames the release in prosecutorial terms — that Dr. Anthony Fauci funded gain-of-function research that “sparked COVID,” “manipulated” intelligence assessments, and “lied to Congress.” This review keeps three things separate at all times: (1) what ODNI claims, (2) what the released documents actually contain, and (3) the assessment of whether (2) supports (1).

ODNI quotes the fragment “not to my knowledge about COVID.” In the same sworn answer (June 3, 2024 hearing), Fauci affirms COVID-era intelligence briefings:
“Not, to my knowledge— … About COVID—now, well, let me just make sure we get the facts. Verdict: The June 2021 CIA briefing is real — but it does not catch Fauci in a denial, because he repeatedly admitted COVID-era IC briefings under oath (and volunteered two CIA briefings in his Jan 2024 closed interview). ODNI’s quotation omits the clause that undercuts it. undercuts
The complaint was anonymous, about gain-of-function funding, and the IC’s own watchdog set it aside:
“We determined this complaint does not meet the urgent concern standard because the allegedly false statement was made by a non-IC official… the IC IG has no reason to believe [it] is related to an intelligence activity.” — #32, IC Inspector General Tamara Johnson (verified)

Verdict: An unadjudicated, definition-dependent dispute the IC IG and General Counsel declined to validate — not proof of perjury. undercuts
The one concrete event: a ~40-minute NSC-facilitated video teleconference in which the CIA briefed Fauci. He pointed the IC toward a natural-origin paper and named scientists (incl. Kristian Andersen) — but the IC was already contacting them, and the “secret CIA HQ visits” claim is denied:
“WCPMC/CBD has no record of Dr. Fauci coming to CIA headquarters to discuss the origins of COVID-19.” — #44, CIA, 3 Oct 2023 (verified)
Verdict: Real engagement, but the direction of flow is often the IC briefing him; “hand-picked cabal” is interpretation layered on a single routine briefing. mixed
The viral “CIA voted 6-to-1 / 2-of-3 for lab-leak but were held back by superiors” story — which ODNI echoes — is contradicted within the release:
“the DNI told Rep Wenstrup that CIA was 2/3 in the ‘lab leak’ camp but that they were being ‘held back’ by 1/3 of the analysts. He asked the CIA briefer if that was true. She responded that she had never heard that…as did I.” — #13 (verified)
Verdict: A keystone of the “manipulation” narrative that the IC’s own people could not corroborate. undercuts
Genuine internal dissent existed — the best-supported ODNI theme:
“The authors of that ‘white paper’ [rebutting Proximal Origin] felt that their conclusions were ignored by broader DIA and ODNI leadership.” — #46 (verified)
But the much-cited LLNL “lab-modification” paper (#1) is internally called unsubstantiated, and DOE’s classified view is the opposite of the public impression:
“…is not substantiated in the paper. It claims one of the necessary conditions was ‘access to a potential SARS-CoV-2 precursor coronavirus,’ but we do not now, nor did we back in 2020, have ANY reporting suggesting WIV had such a virus.” — and: “[DOE] changed their assessment… to ‘not’ genetically engineered.” — #41 (verified)
Verdict: Dissent is real supports; the “engineered virus” circumstantial case is weaker than advertised undercuts.
Part 4 is almost entirely the EcoHealth Alliance NIAID grant 5R01AI110964, “Understanding the Risk of Bat Coronavirus Emergence” (PI Peter Daszak; WIV co-investigator Shi Zhengli) — the Year-4 and Year-5 progress reports. This is the strongest documentary support for “NIAID funded gain-of-function–type work,” and it is concrete.
“All of the 4 SARSr-CoVs caused lethal infection in hACE2 transgenic mice… only 2 of 8 mice infected with rWIV1-SHC014 S survived (25%)… the pathogenicity of SHC014 is higher than other tested bat SARSr-CoVs in transgenic mice that express hACE2.” — Year-5 Interim RPPR, Specific Aim 3 (OCR p.15, verified)
NIAID funds paid WIV to build chimeric, replication-competent SARS-related coronaviruses (a WIV1 genomic backbone carrying the spike genes of other novel bat coronaviruses — SHC014, WIV16, Rs4231) and test them in human-ACE2 mice, where they were lethal. A separate set of experiments did the same with a MERS-CoV backbone and bat HKU4 receptor-binding domains. On a plain functional reading, this fits the common definition of gain-of-function research of concern.
The decisive caveat: none of these viruses is SARS-CoV-2 or a plausible direct progenitor (all use known, published bat-CoV backbones/spikes; there is no furin cleavage site, no SARS-CoV-2 ancestor). The grant file contains no evidence for the leap from “funded risky work” to “sparked COVID,” and says nothing about Fauci personally, testimony, the IC, or Proximal Origin.
